A new report from Oxfam is reigniting the global debate over tax fairness, claiming that the world’s wealthiest individuals may have concealed as much as $3.55 trillion from tax authorities. The estimate, based on research from economists like Gabriel Zucman and institutions such as the EU Tax Observatory, offers a stark look at how offshore wealth continues to shape inequality—even as transparency measures improve.

What Does the Report Say About Offshore Wealth?

At the heart of the findings is a striking figure: global offshore wealth reached $13.25 trillion in 2023.

This refers to financial assets held outside an individual’s home country, often in jurisdictions known for low taxes and strict secrecy laws.

According to Oxfam:

  • The richest 0.1% of households likely own around 80% of hidden offshore wealth
  • This small group holds untaxed assets comparable to the wealth of half the world’s poorest population

This concentration underscores a broader pattern: wealth inequality isn’t just about income—it’s also about access to financial systems that enable tax minimisation or avoidance.

The line between tax evasion and avoidance is often blurred.
