What Happened in the Guangzhou Noise Dispute?

According to China’s Ministry of Justice, the conflict began between neighbors identified by their surnames, Lu, Li, and Xie.

The “Creative” Retaliation

Lu and Li:

  • Installed a loudspeaker against a shared wall
  • Played eerie “ghost stories” and ambient sounds
  • Ran the audio from 8:45 a.m. to noon and 3:30 p.m. to 10 p.m. daily

The result: continuous “ghostly mountain sounds” echoing through nearby apartments for over 10 hours a day.

What might sound amusing quickly became a psychological strain for those living nearby.

Why Couldn’t Authorities Stop It Immediately?

The Legal Loophole

Despite the disruption:

  • The noise level inside affected homes measured 36 decibels
  • China’s legal limits are 60 dB (day) and 50 dB (night)

Because the sound stayed below these thresholds:
