What happened to Roman Starovoit?

Roman Starovoit, Russia’s former transport minister, died by suicide on Monday, just hours after being dismissed by President Vladimir Putin. According to Russian news agencies, Starovoit fatally shot himself in a suburb outside Moscow. The Investigative Committee confirmed that his body was discovered inside his car.

Putin’s dismissal of Starovoit came with no stated reason and was announced through an official decree published on Russia’s legal information portal. The move shocked political observers, especially given that Starovoit had held the position for just over a year.

Who was Roman Starovoit?

Roman Starovoit was appointed Russia’s transport minister in May 2024. Before this, he served as governor of the Kursk region from 2019 to 2024, a sensitive area bordering Ukraine and deeply affected by the ongoing war.

During his tenure as governor, Starovoit oversaw several high-profile projects and was considered a loyal regional official. However, his name had also come up in relation to alleged corruption scandals tied to his governorship — a point now resurfacing in the wake of his sudden death.

Why was Starovoit fired?

The Kremlin has not given a clear explanation for Starovoit’s abrupt removal. Kremlin spokesperson Dmitry Peskov only said that Putin believed Andrei Nikitin, Starovoit’s replacement, was better suited to lead the ministry, which he described as “extremely important.”

Behind the scenes, however, there were growing signs of dissatisfaction with Starovoit’s performance. According to two unnamed transport industry sources cited by Reuters, the plan to replace him had been in motion since before the St. Petersburg International Economic Forum held in June.

Sources also claimed that the pressure on Starovoit had less to do with transportation and more to do with his legacy in Kursk, where a web of corruption scandals and military setbacks unfolded after his departure.

What recent crises hit Russia’s transport sector?

Starovoit’s firing came on the heels of two major transport disruptions:

  • Drone-related flight delays: On July 5–6, nearly 300 flights were grounded at major Russian airports due to reported threats from Ukrainian drone attacks. These disruptions highlighted serious vulnerabilities in Russia’s airspace management amid the ongoing conflict.
  • Explosion at Ust-Luga port: On July 6, an explosion rocked a tanker at the Ust-Luga port in Leningrad Oblast, resulting in an ammonia leak. The incident triggered an emergency response and added further pressure on Russia’s strained transport infrastructure.

Although the transport ministry had little direct control over military-related air threats or port security incidents, such failures under Starovoit’s watch added to the perception of systemic weakness.

Did Starovoit face other political pressures?

Yes. Starovoit’s troubles may have stemmed more from his time in Kursk than his tenure in Moscow.

After he stepped down as governor in 2024, Ukrainian forces launched a bold cross-border raid into Kursk — one of the most significant incursions onto Russian soil since World War II. Although Russian troops later reclaimed control, the breach exposed major lapses in regional defense planning.

In the months following the incursion:

  • Several Kursk regional officials were arrested for abuse of office.
  • In April 2025, Starovoit’s successor, Governor Alexei Smirnov, was charged with embezzling funds designated for defense.

These scandals likely cast a long shadow over Starovoit’s federal appointment. While he was never officially charged, speculation about his involvement or knowledge of mismanagement in Kursk persisted.

Who is Andrei Nikitin, the new acting minister?

Andrei Nikitin, the former governor of Novgorod, has been named the acting transport minister. Nikitin has a background in economic policy and regional management. Kremlin officials cited his “professional qualities and experience” as key reasons for his appointment.

His selection signals a shift toward stabilizing the transport ministry amid security threats, infrastructure issues, and international scrutiny.

Starovoit’s suicide is a rare and tragic event in Russia’s political elite. It underscores the immense pressure placed on federal officials — especially during wartime — and the opaque nature of administrative reshuffles under Putin.
