Meta Faces Tennessee Trial Over Claims Instagram Was Designed to Be Addictive for Teenagers

Meta Platforms, the parent company of Facebook, Instagram, and WhatsApp, has gone on trial in Tennessee over allegations that Instagram was intentionally designed with features that encourage compulsive use among teenagers.

The lawsuit, filed by Tennessee Attorney General Jonathan Skrmetti under the state’s consumer protection law, accuses Meta of misleading consumers about Instagram’s safety and concealing internal research on the platform’s potential effects on young users. Meta denies the allegations, maintaining that it has invested heavily in safety tools and that adolescent mental health is influenced by many factors beyond social media.

The case is one of several legal challenges across the United States examining whether social media companies should be held legally responsible for the design of their platforms.

Why Is Meta on Trial in Tennessee?

The lawsuit, brought by the Tennessee Attorney General, alleges that Meta violated the state’s consumer protection law by designing Instagram with features that encourage excessive engagement among young users.

According to the complaint, Meta:

  • Misled users and parents about Instagram’s safety.
  • Continued using platform features despite allegedly knowing they could encourage compulsive use.

Meta rejects the allegations.

The company has previously stated that its algorithms are not designed to intentionally make teenagers addicted and says it has introduced numerous tools aimed at improving safety for younger users.

  • Variable reward systems that encourage repeated checking of the app.

Critics argue these features can encourage prolonged use, particularly among adolescents.

Earlier this year, Meta reached a $9 million settlement with the Breathitt County School District in Kentucky.

The district had alleged that Instagram and Facebook contributed to student mental health problems through addictive platform design. Meta settled the case without admitting wrongdoing.

California Jury Verdict

In March 2026, a California jury in K.G.M. v. Meta Platforms, Inc. et al. found Meta and Google liable on claims related to the negligent design of Instagram and YouTube.

The plaintiff alleged that prolonged use of the platforms contributed to severe mental health challenges, including depression, anxiety, eating disorders, and self-harm.

The jury awarded $6 million in damages, assigning 70% of the liability to Meta and 30% to Google.

Meta has appealed the verdict and continues to dispute the findings.

New Mexico Consumer Protection Case

Also in March, a New Mexico jury ordered Meta to pay $375 million in civil penalties after finding that the company violated the state’s consumer protection law in a case concerning representations about platform safety and child sexual exploitation risks.

Meta has appealed that judgment as well.

A Broader Wave of Social Media Litigation

Meta is not alone in facing legal scrutiny.

Meta, Google, and other technology companies are defendants in thousands of lawsuits consolidated in federal multidistrict litigation, as well as separate cases brought by:

  • State attorneys general.
  • School districts.
  • Parents.
  • Individual users.

Many of these lawsuits allege that social media companies knowingly designed products to maximize engagement among children and teenagers while failing to adequately warn users about potential risks.

Most of these claims remain contested, and many cases are still awaiting trial or appeal.

What Happens Next?

The Tennessee trial is expected to continue for six to seven weeks.

If the court ultimately finds Meta liable under Tennessee’s Consumer Protection Act, potential consequences could include:

  • Civil penalties of up to $1,000 per proven violation under the statute.
  • Court-ordered changes to Instagram’s design or business practices.
  • Additional consumer protection remedies.

A final judgment has not yet been reached, and any decision could be subject to appeal.
