In the heart of one of the world’s most sensitive spiritual and geopolitical conflicts lies a figure virtually unknown outside China: Gyaltsen Norbu, the Panchen Lama appointed by Beijing. While the 14th Dalai Lama remains in exile in India, the question of his eventual succession and who controls it has emerged as a battleground between the Chinese government and the Tibetan Buddhist community in exile.

China’s appointment of Norbu as the 11th Panchen Lama has triggered decades of controversy and suspicion, with implications that could reshape the future of Tibetan Buddhism and China’s religious policy.

What is the role of the Panchen Lama in Tibetan Buddhism?

The Panchen Lama is traditionally regarded as the second-most important figure in Tibetan Buddhism, after the Dalai Lama. Historically, the Panchen Lama plays a significant role in the search for the Dalai Lama’s reincarnation and vice versa. The intertwining of their spiritual roles makes the legitimacy of the Panchen Lama a key factor in determining the future leader of Tibetan Buddhism.

In 1995, the current Dalai Lama recognized Gedhun Choekyi Nyima, a six-year-old boy, as the reincarnation of the 10th Panchen Lama. Just days later, Chinese authorities detained the child and his family. He has not been seen in public since, earning him the title of “the world’s youngest political prisoner” by rights groups. In his place, China appointed Gyaltsen Norbu, a move rejected by many Tibetans and the exile community.

Who is Gyaltsen Norbu and how did China choose him?

Gyaltsen Norbu was selected by the Chinese government in 1995, through a process Beijing described as a traditional lot-drawing ceremony in the Golden Urn, a Qing Dynasty-era method China insists is historically legitimate. However, critics argue the ritual was politically manipulated.

Now in his 30s, Norbu has been elevated within China’s political and religious establishment, gaining visibility and state endorsement as the “official” Panchen Lama. He is a member of the Chinese People’s Political Consultative Conference (CPPCC), the country’s top political advisory body.

Unlike the exiled Gedhun Choekyi Nyima, Norbu is frequently seen in state media, delivers speeches promoting the sinicisation of Tibetan Buddhism, and echoes the ruling Communist Party’s priorities in Tibet.

Why is Gyaltsen Norbu’s appointment so controversial?

  • Lack of religious legitimacy: Norbu’s appointment was not endorsed by the Dalai Lama or the majority of Tibetan Buddhists.
  • Gedhun Choekyi Nyima’s disappearance: The child recognized by the Dalai Lama remains missing for nearly three decades, raising human rights concerns.
  • Political motivations: Many see Beijing’s choice as an effort to control Tibetan Buddhism and manipulate its succession traditions.

The Tibetan exile government and global human rights advocates argue that Gyaltsen Norbu’s elevation is part of a broader strategy to reshape Tibetan religious leadership to serve China’s political interests.

How is China using Norbu to shape Tibetan Buddhism?

Gyaltsen Norbu’s public appearances and political affiliations reveal China’s intent to integrate Tibetan Buddhism into its state apparatus.

During a recent meeting with President Xi Jinping, Norbu vowed to:

  • Support the Party’s leadership.
  • Advance the sinicisation of religion.
  • Promote ethnic unity and national stability.

He is often presented as a symbol of patriotic religion, tasked with spreading a version of Tibetan Buddhism that aligns with Chinese socialist values. As such, he plays a central role in what analysts call “religious engineering.”

Beijing’s broader objective appears to be ensuring that when the current Dalai Lama, now in his late 80s, passes away, the reincarnation will be chosen under Chinese supervision, with Norbu’s involvement lending an air of religious legitimacy.

What is the Dalai Lama’s position on succession?

The 14th Dalai Lama has rejected any Chinese role in choosing his successor. According to him, only the Gaden Phodrang Trust, based in India, has the spiritual authority to recognize the next Dalai Lama.

He has also suggested that the next Dalai Lama could be born outside China, in a free country, and that the role itself might even cease to exist if the Tibetan people no longer find it meaningful. This stance has directly clashed with Beijing’s insistence that all Tibetan Buddhist reincarnations—including the Dalai Lama’s—must be approved by the Chinese government.

Why does the Dalai Lama succession matter?

At stake is not just the spiritual continuity of Tibetan Buddhism, but also the cultural and political autonomy of Tibetans. The Dalai Lama remains a global icon for religious freedom and Tibetan identity. Beijing, however, views him as a separatist threat to national unity.

By installing Gyaltsen Norbu and positioning him as the rightful religious authority, China aims to control the narrative surrounding Tibetan Buddhism and suppress any movement toward Tibetan independence or cultural preservation that defies Party doctrine.

What happens next?

The future of Tibetan Buddhism’s leadership remains highly uncertain.

  • If the Dalai Lama passes away in exile, Tibetans may rally around a successor born outside China, recognized by the Gaden Phodrang Trust.
  • Meanwhile, China is expected to promote its own reincarnated figure, potentially chosen with Norbu’s involvement, creating parallel Dalai Lamas—one endorsed by Tibetans, the other by Beijing.

This looming spiritual schism could spark global religious and political tension, especially among Tibet’s diaspora, international human rights groups, and nations wary of China’s growing influence on religious affairs.
