What is Albania’s AI minister Diella?

Albania has broken new ground in governance by appointing its first AI minister, named Diella, meaning “Sun” in Albanian, as the world’s first AI cabinet minister. Announced by Prime Minister Edi Rama at the Socialist Party conference in Tirana, Diella is not a symbolic figure but an operational tool designed to reduce corruption and improve transparency in public administration.

Since January 2025, Diella has been active on the government’s e-Albania portal, assisting citizens with nearly 95% of online public services. It guides users through bureaucratic procedures, offering voice-based instructions for everything from registering businesses to applying for social benefits. Now, the digital assistant’s role has expanded far beyond service navigation: Diella will oversee public tenders, a sector long marred by corruption.

How does the AI minister work?

Edi Rama described Diella as “the servant of public procurement.” Unlike a human minister, Diella has no political affiliation, financial interest, or personal bias. Its primary functions include:

  • Tender evaluation: Every public tender will be examined by Diella, who will assess the eligibility and merits of bids.
  • Step-by-step transition: Human ministries will gradually lose control over tender decisions, shifting responsibility to the AI system.
  • Transparency guarantee: The government aims to make public tenders “100% free of corruption” by automating evaluation and publishing results.

In addition, Diella will continue to support citizens on the e-Albania platform. Visually, the AI appears in traditional Albanian costume, symbolizing a blend of heritage and modernity.

Why does Albania need an AI minister?

Corruption remains one of Albania’s most pressing challenges. The Balkan nation has long been accused of weak governance, where international crime networks exploit public tenders to launder money from drug and arms trafficking. Transparency International consistently ranks Albania among Europe’s more corruption-prone states.

For decades, traditional anti-corruption measures—watchdog agencies, audits, and external oversight—have struggled to address systemic bribery and nepotism. By removing human discretion from procurement, the government hopes AI can eliminate:

  • Bribes: No human officials to be “convinced” with money or favors.
  • Threats: Contractors cannot pressure a digital assistant.
  • Conflicts of interest: Personal or political ties lose influence over decisions.

This makes Diella both a technological experiment and a political statement: that the state is willing to outsource power to algorithms in pursuit of cleaner governance.

Could AI governance become a global trend?

Albania’s move sparks a bigger question: can AI ministers become the future of governance? While Diella is the first of its kind, the logic behind its creation has wider relevance.

  • Comparisons: Estonia has led digital governance with its e-residency program, but Albania is the first to elevate AI to a cabinet role.
  • Potential benefits: Reduced corruption, faster service delivery, and standardized decision-making.
  • Risks: Algorithms can be biased if trained on flawed data, and citizens may find it difficult to hold AI accountable for errors.

Critics also warn of over-reliance on technology. If Diella misinterprets procurement rules or if its code is compromised, the consequences could be severe. An independent body to audit Diella’s decisions may be essential.

For ordinary Albanians, Diella represents a shift in how they interact with their government:

  • Less paperwork: Nearly all services are accessible online.
  • Fairer opportunities: Small businesses may finally compete for public contracts without being outmaneuvered by politically connected firms.
  • Symbol of modernization: Albanians see their country joining the ranks of digital-first nations, a strong signal to both Europe and investors.

Albanian media have welcomed the change, calling it “a major transformation in how the government conceives and exercises power.”

Albania’s experiment could set a precedent for other nations grappling with corruption. Countries in Eastern Europe, Africa, and parts of Asia—where procurement scandals often derail development—will be watching closely.

If successful, Diella may not just be a quirky footnote in tech history but the start of a new governance model where AI is entrusted with roles once reserved for elected or appointed officials. Conversely, if it fails, it may fuel skepticism about AI’s role in public life.
