Project Meridian: Pentagon Taps Elon Musk and Palmer Luckey to Shape the Future of Warfare

The Pentagon has launched a 120-day effort to rethink how the United States could fight wars in an era of artificial intelligence, autonomous weapons, robotics, directed-energy systems, and biotechnology, and it has put some of Silicon Valley’s most influential defense entrepreneurs at the center of the project. Called Project Meridian, the initiative was commissioned by Defense Secretary Pete Hegseth and will examine the technologies and operational concepts that could shape future battlefields. Elon Musk, Anduril founder Palmer Luckey, and former House Speaker Newt Gingrich have been named as co-directors, while MITRE has been commissioned to lead the initiative.

The project is expected to deliver its findings within 120 days, with a public unclassified report accompanied by a classified annex. The deadline is January 28, 2027.

But alongside the futuristic military ambitions, Project Meridian is already drawing attention for another reason: two of the people helping shape the Pentagon’s thinking about future warfare are closely connected to companies that already do substantial business with the U.S. government.

That has prompted questions about transparency, ethics, and potential conflicts of interest.

What Is Project Meridian?

Project Meridian is designed to look beyond the Pentagon’s immediate weapons programs and consider what warfare could look like years or even decades from now.

According to MITRE, the project will assess emerging technologies and their implications for future military operations, identify capability gaps and develop strategic recommendations for the Department of Defense.

The study will cover areas including:

  • Artificial intelligence
  • Autonomous systems
  • Robotics
  • Biotechnology
  • Directed-energy weapons
  • New operational concepts
  • Emerging warfare domains

The initiative is deliberately broad.

Rather than focusing on one weapons system or branch of the military, the project is intended to examine how technological advances could change the character of warfare itself.

Hegseth has described the effort as a way to anticipate future battlefields and determine what weapons and capabilities U.S. forces will need.

Project Meridian will operate under Pentagon technology leadership, with Chief Technology Officer Emil Michael overseeing the initiative. The group includes business leaders, technologists, policy experts and national-security specialists in addition to its three co-directors.

Why Elon Musk and Palmer Luckey?

The choice of Musk and Luckey is significant because both have built businesses around technologies that overlap directly with the Pentagon’s growing interest in autonomous and advanced warfare.

Musk is the founder and CEO of SpaceX, whose Starlink satellite network has become an important part of communications infrastructure used by militaries. SpaceX also holds substantial U.S. government business.

Luckey founded Anduril Industries, a defense-technology company focused heavily on autonomous systems, drones, surveillance and other military technologies.

Their experience gives Project Meridian access to executives who have spent years developing technology for defense customers.

It also creates a potential question: where does independent strategic advice end and corporate interest begin?

That question is particularly relevant because the recommendations emerging from Project Meridian could influence which technologies the Pentagon prioritizes, researches, tests and ultimately purchases.

The Conflict-of-Interest Question

The Pentagon has not publicly clarified whether Musk and Luckey are serving as special government employees, contractors or in another capacity for Project Meridian. That distinction matters because different legal and ethical rules can apply depending on their status.

Under federal conflict-of-interest law, government employees are generally restricted from personally and substantially participating in government matters in which they have a financial interest.

Special government employees can also be subject to federal ethics requirements, although the rules can operate differently depending on the circumstances.

That makes the legal status of the two technology executives an important unanswered question.

Richard Painter, a former White House ethics lawyer, has previously raised concerns about the intersection between Musk’s government role and his business interests. Similar questions are now emerging around Project Meridian.

The issue is not necessarily whether Musk or Luckey can provide useful expertise.

The more specific question is whether adequate safeguards exist to ensure that recommendations about future military capabilities are not influenced by the financial interests of companies connected to the people making those recommendations.

Musk’s SpaceX and Luckey’s Anduril Are Already in Defense

The potential overlap is difficult to ignore.

SpaceX has become a major government contractor through its launch business and satellite communications operations. The company’s role in national-security infrastructure has expanded considerably in recent years.

Anduril, meanwhile, has rapidly grown into one of the most prominent defense-technology companies in the United States.

Its products include autonomous aircraft, counter-drone systems, surveillance technologies and other systems designed around artificial intelligence and autonomy.

Those areas overlap closely with the technologies Project Meridian is being asked to study.

That does not mean Project Meridian’s recommendations will necessarily benefit either company.

But it explains why transparency around the participants’ roles and financial interests matters.

Luckey Says He Is Advising in a Personal Capacity

The controversy has already prompted a response from Luckey.

According to reporting cited by The Times of India, Luckey said he was advising Project Meridian in a personal capacity rather than representing Anduril. Musk similarly pushed back on descriptions of his companies’ dependence on government defense revenue.

That distinction could become important as the project develops.

If participants are acting as independent advisers rather than company representatives, the Pentagon may view their industry experience as an asset without treating their companies as participants in the process.

But questions about financial conflicts can still arise when an individual owns or leads companies that could potentially benefit from government decisions.

Why the 120-Day Timeline Matters

Project Meridian is not being given years to produce a sweeping study.

It has just 120 days.

The group is expected to identify technological gaps and recommend actionable steps for developing, testing and fielding advanced capabilities.

That means the project could become more than an academic exercise.

Its recommendations could help determine which emerging technologies receive greater attention and investment from the Pentagon.

The timing also coincides with a broader push by the Defense Department toward autonomous warfare.

Hegseth has separately announced plans for an Autonomous Warfare Command intended to accelerate the development and deployment of unmanned and robotic systems. The Pentagon is seeking a substantially larger investment in autonomous warfare capabilities.

Project Meridian therefore fits into a much larger attempt to restructure how the U.S. military approaches emerging technology.

From AI to the Battlefield of the Future

The project reflects a growing shift in military planning.

For decades, military modernization largely revolved around expensive platforms such as fighter aircraft, ships, armored vehicles and missiles.

AI and autonomous systems are changing that equation.

A future battlefield could involve large numbers of relatively inexpensive autonomous drones working alongside conventional weapons. AI systems could assist with surveillance, targeting and battlefield decision-making. Robotics could reduce the need to put personnel directly into dangerous environments.

The Pentagon is also looking at warfare in environments that are far removed from conventional battlefields.

Project Meridian’s mandate includes emerging domains ranging from subterranean environments to cislunar space, according to reporting on the initiative.

That means the project is effectively asking a much bigger question than what weapons the military should buy next.

It is asking what warfare itself could look like.

Who Else Is Involved?

Musk, Luckey and Gingrich are not working alone.

MITRE’s current list of Project Meridian participants includes technology executives, defense experts, policymakers and former military officials. Among those listed are Safra Catz, Victoria Coleman, Peggy Johnson, Joe Lonsdale, General James Rainey, Nadia Schadlow and Francis “Bing” West.

The composition reflects the Pentagon’s attempt to bring private-sector technology expertise into strategic military planning.

Gingrich, meanwhile, brings a very different background from Musk and Luckey.

The former House speaker has spent decades writing and speaking about national security, technology and future warfare. His inclusion gives the project a political and strategic perspective alongside its technology-focused leadership.

What Happens Next?

Project Meridian’s 120-day clock is already running.

The group is expected to produce an unclassified report for public release along with a classified annex containing information that cannot be disclosed publicly.

The findings could influence future Pentagon priorities in AI, autonomous systems, robotics, biotechnology and other emerging technologies.

But before the recommendations arrive, there is another issue the Pentagon may need to address: how the public can distinguish independent military advice from the interests of the defense industry.

Project Meridian is built around the idea that Silicon Valley and the private sector can help the military anticipate technological change.

That may be precisely what makes the project valuable.

It is also what makes transparency about the advisers’ roles, financial interests and ethical safeguards especially important.

The Pentagon is asking Musk, Luckey, Gingrich and a wider group of technology and policy experts to imagine the battlefield of tomorrow.

The next question will be who gets to build it.
