What is the Territorial Army? India activates reserve force

Government clears deployment of 14 battalions across critical military commands

As tensions between India and Pakistan continue to escalate following a recent surge in cross-border hostilities, the Indian government has authorized the Chief of Army Staff to mobilize the Territorial Army (TA) in support of the nation’s defense infrastructure.

According to a Ministry of Defence notification issued on May 6, the central government has approved the deployment of 14 of the existing 32 Territorial Army battalions across key strategic zones throughout the country. The move is part of a broader strategy to bolster India’s military preparedness amid growing security concerns.

Forces deployed across major commands

The battalions will be stationed under the operational jurisdictions of the Indian Army’s Southern, Eastern, Western, Central, Northern, and South Western Commands. Additional deployment will also cover the Andaman and Nicobar Command and the Army Training Command (ARTRAC), highlighting the scale and scope of the government’s mobilization efforts.

“The Territorial Army has been a crucial second line of defense for decades. Given the current threat perception, the government is acting decisively to strengthen our readiness,” a senior defense official said on condition of anonymity.

The role of the Territorial Army

The Territorial Army is a unique component of India’s military framework. Unlike full-time soldiers, TA personnel are civilian volunteers — doctors, engineers, business professionals — who undergo periodic training and step in during emergencies, wars, or natural disasters.

Described as a “citizen-soldier” force, the TA supplements the regular Army without imposing a full-time military commitment on its members. Volunteers are required to complete two months of training annually and can be called into extended service depending on national needs.

When deployed for training or active duty, TA personnel receive the same pay, benefits, and privileges as their counterparts in the regular Indian Army. Promotions within the force follow a dual-track system: while ranks up to lieutenant colonel are based on length of service and qualification criteria, higher ranks such as colonel and brigadier are merit-based and selection-driven.

Force structure and current strength

According to official data, the Territorial Army currently comprises approximately 50,000 personnel spread across 65 units. These include both departmental units — such as those affiliated with Indian Railways, ONGC, and Indian Oil — and non-departmental units like ecological task forces, infantry battalions, and engineering units.

This partial mobilization of the TA comes against the backdrop of rising geopolitical strain in South Asia. Following recent retaliatory strikes and heightened military alertness along the Line of Control, defense analysts believe India’s activation of the Territorial Army signals a strategic attempt to reinforce domestic and border security without fully escalating the situation into broader military confrontation.

Whether the deployment remains precautionary or serves as a precursor to more assertive defense actions will likely depend on how tensions with Pakistan unfold in the coming weeks.
