He had virtually unchecked authority, thanks to the Cold War-era paranoia about Soviet brainwashing programs. Under his direction, the CIA poured millions into studying how psychedelics could erode free will. But instead of strict scientific research, the program veered into unethical—and often absurd—territory.

Prostitutes Were Hired as CIA Assets
The CIA rented safe houses in San Francisco, rigged them with one-way mirrors, and hired prostitutes to lure unsuspecting men into these makeshift brothels. The women were paid $100 per client to bring them in under the guise of sex work.
Once inside, the men were secretly dosed with LSD, completely unaware they were part of an experiment. CIA agents sat behind mirrored walls, sipping cocktails, watching, and taking notes as the men tripped on psychedelics.
What Were They Trying to Learn?
The goal was to determine the “sweet spot” of influence—when someone was most likely to divulge secrets or comply with suggestions. Prostitutes, coached by CIA operatives, would continue conversing with the men long after sex, asking leading questions and subtly probing their personal and professional lives.
According to accounts from people involved, the experiment found that men were most susceptible when they were relaxed and felt desired, particularly if the woman encouraged them to stay longer. “He’s not going to talk about sex,” one CIA staffer allegedly said. “He’ll talk about his work. But author Stephen Kinzer, who documented these events in Poisoner in Chief, argues the entire operation lacked scientific integrity. “Operation Midnight Climax was not scientific at all,” Kinzer said. “The men behind the mirror weren’t psychologists. They were drinking cocktails and sitting on portable toilets.”
Was This Legal or Justified?
Not even close. The operation was secret, unsupervised, and unethical by every standard. Participants were drugged without consent. They were watched without permission. Many may never have known they were guinea pigs in a CIA experiment.
While the CIA maintained this was in the interest of national security, Kinzer and other critics say the experiment quickly devolved into little more than a government-funded party—a playground for agents interested in sex and drugs under the banner of Cold War paranoia.

The program collapsed in 1963, after a member of the CIA Inspector General’s office discovered what was happening. Gottlieb was told to stop dosing people without their consent, effectively bringing Operation Midnight Climax to a halt.

That’s when MKUltra—and its many sub-projects, was exposed to the public for the first time. Unfortunately, the number of victims will likely never be known. Before leaving the agency, Gottlieb destroyed nearly all documentation related to MKUltra, erasing most of the evidence.
