Taco Giro Shuts Most Arizona Locations After ICE Raids: What We Know So Far

A well-known Arizona Mexican restaurant chain is facing a major operational crisis after a sweeping federal investigation led to multiple ICE raids and dozens of worker arrests. Taco Giro, a family-founded brand that opened its first Tucson location in 2008, has temporarily or permanently closed most of its restaurants as it grapples with the fallout.

Here’s a clear breakdown of what happened, what ICE alleges, and where things stand for the chain now.

Why Did ICE Raid Taco Giro?

On December 5, U.S. Immigration and Customs Enforcement carried out coordinated enforcement actions targeting Taco Giro locations and properties linked to the chain.

ICE’s Allegations

ICE says the raids were part of a multiyear investigation into:

  • Labor exploitation
  • Tax violations
  • Immigration offenses
  • Human smuggling
  • Human trafficking connected to peonage (forced labor)

Officials executed 16 warrants across:

  • Nine Taco Giro restaurants
  • Seven alleged stash houses in the Tucson area

Forty-six kitchen workers were arrested.

Ray Rede, ICE’s Special Agent in Charge, said the investigation targeted transnational criminal organisations (TCOs) and warned that more enforcement actions could follow in Arizona.

How Taco Giro Responded

Immediately after the raids, Taco Giro shut down all nine of its Arizona locations, posting a statement that the closures were temporary while the company made “necessary adjustments” to resume normal operations.

Three stores have since reopened, but the company confirmed:

  • Seven restaurants remain closed
  • Two locations may close permanently due to underperformance—an issue the company says predates the raids

What the Company Says About the Allegations

Cesar Rodriguez, Taco Giro’s director of operations, strongly denied ICE’s claims.
He told the Tucson Sentinel that:

  • All employees were required to provide ID and complete federal and state employment documents, including I-9 verification forms
  • The chain never engaged in paying undocumented workers “cash under the table”
  • Some of ICE’s allegations—such as drug smuggling and child trafficking, were “ridiculous”

Rodriguez also said the company does not know where the detained workers are being held.

Which Taco Giro Locations Are Open, Closed, or Permanently Shut?

Below is the current status of each known Taco Giro restaurant following the raids.

Permanently Closed

  • 8320 N. Thornydale Rd., Tucson
  • 13160 E. Colossal Cave Rd. #100, Vail

Temporarily Closed

  • 77 E. Paseo De Golf, Green Valley
  • 610 N. Grande Ave., Tucson
  • 1520 Apache Trail, Apache Junction

Open

  • 2097 E. Fry Blvd., Sierra Vista
  • 139 W. Cottonwood Ln., Casa Grande
  • 2750 W. Valencia Rd., Tucson
  • Blvd. El Greco 70, Plaza Cumbres, Heroica Nogales, Sonora, México

Listed as Open but Unconfirmed

  • 1402 S. Craycroft Rd., Tucson

What Happens Next?

The road ahead is uncertain. Taco Giro will need to:

  • Rehire or replace a large portion of its kitchen staff
  • Navigate ongoing federal scrutiny
  • Decide whether two underperforming restaurants will close for good
  • Rebuild customer trust amid headline-making allegations

ICE, meanwhile, has signaled that this may be the beginning of broader enforcement activity in the region.

Why This Investigation Matters

This case highlights broader national debates around:

  • Workplace verification
  • Labor exploitation in the restaurant industry
  • Employer responsibility during hiring
  • The scope and methods of ICE enforcement actions
  • The impact of immigration investigations on local communities and small businesses

For Arizona, where independent restaurant chains play a significant role in local economies, the closures also bring immediate job losses and reduced service access in several neighborhoods.
